Over the last 13 years, David Barilla has served with the City of Orlando’s Downtown Development Board + Community Redevelopment Agency. During his time at the city, he has worked with local and national real estate developers to reenergize the development scene in downtown Orlando with more than a billion dollars of residential, mixed use, retail, and hospitality development. During this time, downtown experienced great growth, including doubling the amount of residents living in the urban core, expanding our world-class venues, and the development of an education hub at Creative Village.
He served as the lead member of the city’s negotiating team for numerous public private partnerships including Truist Plaza, Ridley on Main, and 55 West which represent millions of dollars of mixed-use development in the downtown core. Additionally, he played a critical role in leveraging state, local, and CRA incentive programs to locate thousands of new high value jobs to downtown Orlando including Assured Partners and Sonesta, as well as supporting the emerging innovation district with the launch of EA and Iron Galaxy all of which have created significant capital investments economic impact for the local economy.
Prior to joining the City of Orlando, David worked with several local and national real estate firms. His experience and broad contact base allowed him to work transactions throughout the state and east coast.
David received his Bachelor’s degree at the University Of Central Florida, where he studied Political Science/Pre-Law and Economics. David also attended the University of Florida Hough Graduate School Of Business, where he obtained a Masters of Business Administration. He has been identified by the International Downtown Association as an Emerging Leader and served as a Board Member on the Minority Entrepreneurs Businesses Assistance Advisory Board, is a founding member of the University of Central Florida’s Society of Leadership and Success, and is the former State of Florida P3 Retail Public Chair for the International Council of Shopping Centers.
